Environmental Due Diligence at Buffalo Outer Harbor

At Encorus Group, our Regulated Building Materials (RBM) team plays a vital role in supporting safe and compliant environmental assessments for infrastructure projects. Recently, our inspectors conducted a thorough site inspection at Buffalo Outer Harbor, a location with exciting potential for redevelopment as a docking area for cruise ships.

Comprehensive Inspection Scope and Methodology

The main goal of this inspection was to identify the presence of hazardous materials—specifically Lead-Based Paint (LBP), Asbestos Containing Materials (ACM), and Polychlorinated Biphenyls (PCB)—along the concrete wall of Slip. These materials are often found in older infrastructure and require careful identification and management during renovations to ensure safety and regulatory compliance.

Using advanced detection tools like the Viken lead detection gun, our inspectors took precise “lead shots” on suspect surfaces. They focused on the yellow-painted metal cleats and bollards along the slip’s wall, which historically served as tie downs for ships. The lead detection results were conclusive: several of these metal fixtures contained lead paint at concentrations exceeding regulatory thresholds (with readings as high as 3.2 mg/cm²). Given their uniform appearance and age, our team concluded that all tiedowns are homogenous lead-painted objects and must be treated accordingly.

Additionally, while inspecting the sidewalk adjacent to the slip, our team discovered a black bituminous expansion joint membrane embedded in the concrete cracks. This material is a suspected asbestos-containing material. Samples were carefully collected from multiple points and sent to a laboratory for detailed analysis. The results will guide any necessary asbestos abatement measures during the upcoming renovation work.
