Compliance Update: EPA Lead-Dust Standards for Pre-1978 Buildings

In October 2024, the U.S. Environmental Protection Agency (EPA) finalized stronger requirements for identifying and cleaning up lead-based paint hazards in pre-1978 homes and childcare facilities. These updates mark a significant shift for construction and abatement projects, introducing stricter standards for lead clearance and new terminology for lead-dust levels.

Key Changes for Construction & Abatement

1. New Terminology
The EPA has updated its lead-dust terminology to clarify hazard reporting and clearance requirements:

  • Dust-Lead Reportable Levels (DLRL): Previously known as dust-lead hazard standards (DLHS).
  • Dust-Lead Action Levels (DLAL): Previously known as dust-lead clearance levels.

2. Stricter Post-Abatement Clearance Levels (DLALs)
Lead dust remaining after abatement must now meet lower thresholds to ensure safety:

  • Floors: Reduced from 10 μg/ft² to 5 μg/ft²
  • Window Sills: Reduced from 100 μg/ft² to 40 μg/ft²
  • Window Troughs: Reduced from 400 μg/ft² to 100 μg/ft²

Certified abatement professionals must follow specific work practices to meet these stricter DLALs, ensuring safer living and childcare environments.
